In-situ recovery uranium is moving through federal permitting at record pace. Legacy wells are the fastest entry point.
Dewey Burdock ISR in South Dakota received all federal permits in June 2026 after 20 years in review. Sweetwater ISR in Wyoming is now in active BLM Mine Plan review. FAST-41 expedited permitting has proven it works for uranium ISR. MotherLode Reservoir identifies which legacy wells are formation-compatible ISR candidates, scores their dual-revenue brine lithium potential, and produces federal program-aligned documentation.
Formation compatibility determined before the first site visit.
ISR uranium projects fail or succeed at the formation level. MotherLode Reservoir identifies compatible legacy wells from the existing dataset before any capital is committed to site evaluation.
What ISR Is and Why Legacy Wells Are the Entry Point
In-situ recovery extracts uranium by circulating a solution through a uranium-bearing formation and recovering the dissolved uranium at surface. It does not require conventional mining, shaft sinking, or open-pit excavation. Legacy wellbores in uranium-bearing formations are the lowest-cost ISR entry point because the wellbore infrastructure and formation data already exist. MLR identifies these candidates from the existing 3.7 million well dataset.
The Dual Revenue Pathway
Several uranium-bearing formations in the Smackover and Anadarko basins also carry lithium in produced brine. A legacy well with ISR-compatible uranium geology and lithium-bearing brine above the DLE commercial threshold carries two separate federal program eligibility tracks simultaneously. MLR scores both streams in a single viability assessment and outputs separate grant-ready documentation for each.
The Permitting Precedent Is Now Established
For two decades, ISR uranium permitting on federal land was measured in years or decades. Dewey Burdock ISR in South Dakota spent over 20 years in review before receiving all federal permits in June 2026 under FAST-41. Sweetwater ISR in Wyoming is now moving through BLM Mine Plan of Operations review covering 8,414 acres of federally administered minerals. The pathway is open and the timeline is compressed.
Formation Compatibility Is the Gating Question
Not all legacy wells are ISR candidates. The formation must be uranium-bearing, permeable enough for solution circulation, hydrologically isolated to prevent aquifer contamination, and mechanically sound for injection and recovery. MLR's ISR compatibility score aggregates formation data, historic production logs, wellbore condition assessment, and basin-level ISR operating history to produce a binary eligible or not-eligible output before any site visit is required.

MLR output for uranium ISR candidates includes program-aligned documentation for each of these programs. The same well assessment supports multiple concurrent program applications.
EO 14241 - FAST-41 Uranium Permitting
Uranium ISR · Critical Mineral · Expedited Review
Executive Order 14241 names uranium a critical mineral and authorizes FAST-41 expedited permitting for qualifying projects. Dewey Burdock ISR in South Dakota received all federal permits in June 2026 after applying for FAST-41 coverage. Velvet-Wood in Utah was permitted in 11 days under the same program. The permitting precedent is now established and replicable.
MLR Relevance: Any legacy well in a uranium-bearing formation with ISR-compatible geology can apply for FAST-41 coverage. MLR scores ISR compatibility as part of the standard viability assessment.
Uranium Leasing Program
Uranium · Federal Land · Active Leases
DOE's Uranium Leasing Program manages active leases on federal land in uranium-bearing formations, primarily in Colorado and Utah. The program covers both conventional and in-situ recovery extraction methods. MLR integrates ULP lease tract proximity as a data input for legacy well scoring in applicable formations.
MLR Relevance: Colorado Plateau and Uravan Belt formations. Wells in proximity to active ULP lease tracts carry elevated program eligibility scores.
Domestic Uranium Enrichment Program
Uranium · $2.7B · Supply Chain
DOE awarded $2.7 billion in January 2026 to restore domestic uranium enrichment capacity over ten years. The program requires domestic ore supply to feed enrichment infrastructure. ISR production from legacy well formations is the fastest pathway to domestic supply, requiring no new mine development in most cases.
MLR Relevance: ISR wells in Smackover, Anadarko, and DJ Basin formations with uranium-bearing geology are potential upstream supply candidates for DOE-funded enrichment programs.
NRC ISR License Framework
ISR · Regulatory · Operating License
The Nuclear Regulatory Commission licenses ISR uranium extraction facilities. The NRC license is a companion to BLM surface use authorization and is required for ISR operations on federal land. Dewey Burdock's NRC license was issued concurrently with BLM authorization in June 2026, establishing the current dual-track approval process.
MLR Relevance: MLR flags wells that require both BLM and NRC authorization in the regulatory clarity driver score. Combined permit timelines are now documented from the Dewey Burdock precedent.
Defense Production Act Title III
Critical Minerals · National Security · Procurement
DPA Title III funds domestic production of materials critical to national security. Uranium is explicitly named in EO 14241 as a DPA-eligible material. ISR production documentation from MLR, including formation source, production pathway, and provenance chain, satisfies DPA Title III supply chain reporting requirements.
MLR Relevance: Any ISR well with documented uranium-bearing formation geology and production-ready ISR conditions qualifies for DPA sourcing documentation from MLR output.
What changed in 18 months.
Trump EO "Unleashing American Energy" directs uranium critical mineral evaluation. FAST-41 scope expanded to include uranium ISR projects. Velvet-Wood, Utah permitted in 11 days - the first proof of the compressed timeline.
USGS formally adds uranium to the critical minerals list. EO 14241 names uranium alongside copper, gold, and potash. BLM announces Sweetwater ISR Mine Plan of Operations covering 8,414 acres in Wyoming. DOE awards $2.7 billion for domestic uranium enrichment, creating structured domestic ore demand.
