DPA Title III authorizes the Department of Defense to invest in domestic production capacity for materials critical to national security. Lithium, helium, and rare earth elements from legacy well brine are direct targets. MLR provides per-well identification and provenance-grade documentation aligned to DPA Title III reporting requirements.

Geothermal · Legacy Well Conversion

DOE's Wells of Opportunity program — now branded ReAmplify — funds the conversion of legacy oil and gas wellbores into geothermal energy production. Per-well thermal gradient intelligence is the critical input. MLR's Geothermal Intelligence Module scores every well in the portfolio by formation temperature, wellbore condition, and conversion economics using DOE WOO-aligned methodology.

MLR Portfolio Relevance

DJ Basin Niobrara wells above 2.4°F/100 ft thermal gradient are WOO-eligible. Weld County #19-G at 168°F is an immediate candidate.

Critical Minerals · Produced Water

The National Energy Technology Laboratory's Critical Ore Resources from Extraction — Critical Minerals program funds produced water characterization and critical mineral recovery from legacy brine. MLR's bycatch prediction output maps directly to CORE-CM reporting format, including Li concentration, TDS, formation source, and annual yield estimates.

MLR Portfolio Relevance

All Smackover wells with Li-brine assay data qualify. MLR can generate CORE-CM formatted reports directly from the platform.

45Q Carbon Sequestration Credit

CO₂ Storage · $50+/tonne Credit

IRS Section 45Q provides $50+ per metric tonne for CO2 sequestration in secure geological storage. Legacy depleted reservoirs are prime injection candidates. MLR assesses per-well CO2 storage capacity — formation depth, porosity, caprock integrity, and Class VI UIC permit pathway — providing the feasibility foundation for 45Q credit applications.

MLR Portfolio Relevance

Logan County #4-C (DJ Basin Codell) has estimated 180,000-tonne CO2 storage capacity. MLR output is structured for 45Q documentation.

BIL / DOIActive

Bipartisan Infrastructure Law — Orphan Well Plugging

Plugging · Methane Reduction

The BIL allocated $4.7 billion for orphan well plugging across federal and state programs. Priority goes to wells with documented methane emissions, community proximity risk, and groundwater threat. MLR's environmental and safety viability driver scores map directly to BIL prioritization criteria, and the platform generates plug-ready documentation.

MLR Portfolio Relevance

Adams County #12 (CO), Butler County #3 (PA), and Texas County #8-A (OK) are BIL priority candidates based on methane venting and community exposure scores.

Methane Emissions Reduction Program

Methane · Emissions Credit

The EPA's Methane Emissions Reduction Program under the Inflation Reduction Act imposes fees on high-emission facilities and provides incentives for methane reduction. Plugging orphan wells with documented venting eliminates reportable emissions and generates verifiable reduction credits. MLR quantifies methane venting risk per well as part of the Environmental and Safety viability driver.

MLR Portfolio Relevance

Any MLR well with an active methane venting indicator qualifies for MERP documentation. Multiple wells in the current portfolio have documented venting.
